Although .NET programs will run on Windows 98 (if the .NET framework is installed), the .NET IDE requires windows 2000 or later.
So if you want to develop VB.NET programs with the .NET IDE you can't use windows 98.
Maybe there is a third party IDE that runs on windows 98, but I don't know any. Or if you use the terminal server features of your windows 2000 server, maybe you could run the IDE on your server in a terminal server session.

as long as you have the .net framework isntalled, you can isntall SharpDevelop http://www.icsharpcode.net on 98. It doesnt have easy form editing like Visual Studio, but it is free and a good C#/VB .NET editor.
