Internet Game

Hey people,

I am wanting to make a Game Server/client Multiplayer with chat and everything.

Anyone know If there is a way (and how) to get a SPECIFIED line out of a Text file on the SERVER, say line 4 and send it to a TEXTBOX on the CLIENT. Any way to do this?

Can anyone point me into the direction of some good CHAT commands like disconnecting a certain user, everyone, "Gagging or Shutting up" a user (Limit talk) or anything else..
