btw the quote was from Oscar Wilde and Dictionary.com elucidates that sarcasm is a key ingredient of satire.

It is a well known fact that programmers aren't required to be able to read. In fact, it's a bonus. Designed to give them an excuse to claim that the project aims were not clearly instructed.
