Note that I've no technical evidence to back this up, but I think the answer is no.
I base this on the assumption that if there was, I'd have probably seen a program do it an be impressed enough to remember. I havn't :)
You could probably check to see if the user has dial-up-networking installed, and also if their default route is set to 0.0.0.0 then they probably have a dial up line. Or they've got TCP/IP installed and only a local net attached.
