Free activex controls

I want two activex controls, a toolbar that can also act as a side toolbar (like in Paint or VB's toolbar that contains all the activex controls) and a picture box control that supports transparent pictures (transparent gifs or by using a Maskcolour) and can also act as a container. And it should also allow me to use in any commercial application if I want to without any kind of restrictions.
