Do you have a Win98 startup disk available - boot off of that, it has generic cd rom drivers, then run setup off the cd - you might need to fdisk and make a C: first - I can't remember, I don't use 9x that much anymore.
goto bootdisk.com and then get the win98 startup disk, then boot from the floppy then install from the CD

A friend of mine formatted his laptop with swappable cd/stiffy. Boot from stiffy, and cd isn't read as present (not hot-swappable), and his bios doesn't have boot from cd. Man did I have tough time helping him!!:eek:
