I don't know how to go about doing this myself but I do
know that LiteStep is a windows customising app which
replaces explorer with a different shell. There is an entry
in the system.ini (or win.ini - can't remember which) which reads Shell=explorer.exe.
LiteStep replaces this with its own exe file.
Maybe you will find out more from the LiteStep web site.
Check out http://www.customize.org for shell replacements. I'm one of those who have tried to do something like what you're trying to do, and failed. You can always ask me things like getting those tasks running, moving windows aound and doing windowses with odd shapes...

I've managed to create a Virtual Window Manager, it only has ONE virtual window, but you can move around all open windows inside the small one...and I've created a fully skinnable "bar", my program is called TracerBar, or TracerOS..

In win.ini: Change 'run=explorer.exe' to 'run=c:\myapp.exe'
But the program code isn't so easy. You must make a windows exit function!
