Please slap me witha wet cod if such is not true but i think those two candidates are currently buys tied up with the Times of War project (see communication forum).
I dunno if this is quite what u meant but i guess you may want to look into GDI, Direct X and Open Gl for graphics.

I have never heard of a control like this, but it basically sounds like you want to create a sort of statistics software. The only parts of it that would take more then a few days or so are 7 and 8.
As Psy said, both of us are tied up, but I feel that with a little work, you (or your team) could easily create a component that really fits your needs. I know that histograms and graphs have been discussed here in the past, so you may want to do a search about that stuff.
If you do find that you will create this component on your own, rest assured that everyone here is quite willing to give you a helping hand with anything you should need.

Who is Sastraxiand? Maybe you mean me- In any case we're both tied up with Times of War, but I wouldn't mind giving you links and nudges to help you make it yourself.
You would need to know trig if you aren't using OpenGL or Direct3D for it. Otherwise a solid knowledge of math (and a tad of trig, I've never taken the course but I can do it!) is needed for all things 3D. I'm not exactly sure what you're talking about here... about the the tracks and all, but for the positive/negative fill instead of pixel plotting, make a red line down from 0 to -whatever, and for the positive a blue line from 0 to +wherever. Maybe you could make a central dividing line that is purple (a mix between the two colours).
