Hi Mark - I read an article on that the other week, but I cannot find the magazine now. It was Personal Computer World(the latest version I think). www.vnunet.com In the hands on section. You use the registry as far as I can remember. You can also change the little spinning globe.
I don't know the answer but I would love to know. I have it running right now on IE. Does anyone else get an annoying popup about getting the newest version by clicking yes?
it is a setting in the registry. the program probably just makes a api call to set the value in the registry, and each time an instance of ie starts it get the value. the registry setting is [HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar\BackBitmap] and you set backbitmap to the filename of the bitmap you want. you can do it by hand in using regedit.exe
ex: HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar\BackBitmap = "c:\windows\clouds.bmp"
