LAN monitoring

I want to write a network monitoring tool for use on My network.
Basically it will run on my machine and give me
1.)A status report of the other pcs connected to my pc via the network and what files they have opend on my pc in what folder... I also want to include the ports they are using to connect to my pc and also on theirs. Whether they are using any services like http,ftp, Database etc
2.)What Services are running on their machine..
3.)Traceroute capability
4.)Pinging capability
5.)Scan capability to list all networked pcs
6.)Ability to block or kick certain users or pcs connected to my machine

I will want to add more features later.


Can any body help me with this in any way?

Windows Management Instrumentation can do a chunk of what you want, if you're running W2K or higher, or are willing to install it across your network.

Actually it will need to work across win95 to win2000, winME.
Atleast win98 and above.
