If i make a bunch of near calls so that there a bunch of offsets are left on the stack, and then call int 21, 4c, will the offsets be left on the stack? Or will they be taken off by int 21, 4c?

You could create a driver that tests to see where your SP is at before and after INT 21h, 4Ch.
