adding processinginfo/dtd at runtime !!!Urgent!!!

Hello!
i'm going to create a new xml file through vb6 which will put all the
tags and (processinginstruction/dtd information)

how do i get the nodes(element) information from dtd file which is already
made

Please do help me..
