Disable Shutdown button in 2000

How can I disable the shutdown button in Windows 2000. Well - I've actually disabled it but forgotten how ? I need to re-enable it.

You use policies for that kind of thing I think....
Not an expert on win2k to be honest tho.

I've disabled it throught the registry, but forgotten the Key I changed ?
