Is it possible to make a dll (using ActiveX dll, of course) that can has a function that RunDll32.exe can run? Any feedback on this would be helpful.

Yes. It's possible. With VC++.
RunDLL32.EXE is designed to run API Functions, and since ActiveX DLLs don't export any of those... It's impossible with VB.
