Do you mean where you can get a free copy of MySQL server or who can host your MySQL driven site for free?
For a free copy of MySQL, just go to the web at "http://www.mysql.com/downloads/mysql-3.23.html" and download the appropriate file for your platform.
If you want hosting, then i think you will have to search around; the one ISP i know doesn't offer it for free.
