yes, it comes as it would when you buy the released version. It is probably missing a few things, but yes, the IDE is there.
Just make sure you get Visual Studio.NET Beta 2, not .Net Framework Beta 2
is the free version microsoft gives away($13 shipping ) the visiual studio.net or is it .net frame work. how do i get the .net beta version.

It is VS.NET beta.
Look for a September MSDN, or Visual Studio magazine. They included the VS.NET Beta 2. It is on DVD though, so if you don't have a dvd player in your computer, then you might have to order through Microsoft.

What is the difference between Visual Studio.NET Beta 2 and .Net Framework Beta 2?
The framework is the runtime files (the .Net equivalalent of MSVBVM60.dll or MSVCRT.dll, etc).
VS.NET is the IDE - the programming GUI, like Visual Studio 6.
The framework also includes the compilers so in reality all you need is the framework and a text editor to write for .NET. YOu may want to wait on beta 2 though. Release Candidate comes out in a couple weeks.
Does anyone know if the release cadidate will be available for free from Microsoft, like betas 1 and 2, or it is just going to be free via sneeky FTP sites?

As far as I understand: End of October/Beginning of November is for MSDN subsrcibers and Feb is general release.
We could assume that the release candidate is the one for MSDN junkies.
Though we all know not to assume things...
