Draging Scrollbars

I have a scrollbar on the side of my form which I only want to
increment or decrement by one at a time therefore is there a
way of disabled the user from draging the bar up and down

In effect I only want them to be able to press the arrow buttons
at the top and bottom if you get what I mean
