Whenever I try to post replies in Chit Chat, I get a message I am not logged in or do not have permission. Even a refresh of the thread view page brings the same message.

I think you hit the Edit button instead of the Reply button
No, I could write out my reply and when I hit the Submit Reply button, I landed in the you are not logged in screen.
