I recently got this from someone in an e-mail:

Is it true that most browsers won't be able to access your
site wihout a dedicated ip address? Thanks,

that is how the net actually was when it started.
that number is read as the ip or domain. so you can have 3 ways to get it. the domain name is also your ip in a form you can understand better.
so the domain is the same as the ip and those are the same as http://123456789

sometimes, people want a dedicated IP, because otherwise they sometimes have to share them with other people. It's not really bad, and i do it, but if you were running a pro website i would get your own IP. You will have to pay extra though. :(
