Smile how to make sure 640x480 shows?

how do I make sure that if somebody has their monitor set at 640x480 that they will be able to see my whole logo or text on a web page? I want them to be able to scroll to the right to see the rest of the page. Is there a way to have the scroll come up automatically because I don't want people who have their monitor at 800x600 to have the scroll bar. Any help is appreciated!

I just realized that the IE browser automatically puts the scroll bars in when changing settings. Is this done by the browser or is there some html that is put on most sites that does this?

if you set your web page up to look good at 800x600 then it will put the scroll bars in on the lower settings.
