You must obtain signature files from Verisign.com or some other certificate authority. They will give you an SPC and a PVK file. The SPC and CER files supplied by Microsoft in the Internet SDK are for testing only. They won't let you distibute a binary signed with them and expect them to behave the same as a genuine SPC/PVK comination.
