Control Panel (need an answer quick)

I don't mean to post this again but no one is giving me what i need, so can someone please give me some code to disable the control panel through api? (and code to bring it back again of course) I downloaded a code tutorial on how to do this, even a demo project, but it doesn't work, this is very frustrating. Any help would be much appreciated, thanx!
