Do most video and sound cards today have the setting 1280 by 1024 pixels? My program runs perfect in that size and It would be extremely dificult to change everything. So I figured out how to change the screen size using code but now I am wondering if I give this to other people will it be supporter.

You should always develop in 640x480, or if that seems too small, 800x600. That way you will have no screen size problems.

Does all comps have the 640x480 also do all comps have the 800x600?

Yes, all can display 640 x 480, and most likely 800 x 600, and you never want to force your user to change his resolution in order to display your app's screens.
