Is he lying? Well, at the very least he's not painting a very nice picture of himself.

He wants to see who is using his "expensive" computer when he is at school or work. Well, that means he wants to see if a family member is using it, since it is clearly a home system. There are two possible age ranges for him. The first is that he's a teenager with issues, in which case he should be the recipient of a dope slap. He has this "great" computer, and he wants to be darn sure that nobody in his family gets to use it except him. Little power mad brat trying to set up a water economy.

However, we can't rule out the possibility that he's actually older than that and married. He's not worried about his kids surfing the web, so if he actually is married, he sounds like he's spying on his wife.

if he really wants to know who, at least
email (but also I do believe keylog) should
be useless

if he really needs to take a glance at
people in his house, he should use a webcam
(and get denounced for that)

if the Pc is in his home, and it is really his
own Pc, and who is not so important, but it
is what, he could take a look at logs at night
(and get a slap for that; but if he is trying to
grab credit card, username and pwd of his
grandpa, he should be in bigger trouble...)
