Is there a way to make toolbars that can be seen in IE? Example: The Links bar, can you make one of those for IE? Also, how can you make apps run inside of Internet Explorer, Example: Windows 98's My Computer, runs through IE. Please help.

I donno exactly how to make the toolbars look like the way u want. But to make ur vb applications run inside IE, you need to save it as a .VBD (visual basic document). Then you can refer the file as u do for normal html file.
