Domain shift to another company?
I purchased www.mendhak.com off domaintip.com last year. It's hosted elsewhere, but I think that's irrelevant.
The thing is, I want to shift the billing and administration for mendhak.com to another company, like www.abc.com, because it's easier for me to pay abc.com isntead of domaintip.com
Is this possible, and if so, how?
(If you didn't understand, I'll rephrase the question)

So you are just wanting to switch your website to a new host? Usually when you sign up with a new host, they take care of the transfer for you (files and all). Most do it for free, some charge, but most of the time is they are charging to do it it is included in the setup fee.
Hope this helps.

Not host. Billing and administration. The place from where I control the MX records of my site, the A records, the Name Server records of my site. The place where I pay 10 bucks a year to keep my site registered.
Hosting has already been taken care of.

Stuck in the 80s
Can't you just cancel your...service subscription, or whatever, with them and then setup the new account with the new place when your domain is about to expire?
I'm not understanding your problem, or the service offered by domaintip.
