    Its true, you have to register the dll with the server and if you have to do that then most wont let u install it.

    You would have to find a webhosting company, that you normally have to pay anywhere from 50$ to 200$ a month to get that kind of control of the server. Typically these kinds of hosting providers are the ones you goto , to host your newly registered domain name. also places like FreeServers allow CGI-Bin scripting, but it's limited to uncompiled Perl Scripting.
