I think TreeView canbe found under System.Windows.Forms.Treeview

Try something like this...

Imports System.Windows.Forms
Public Function MyTreeFunction(ByVal tree As TreeView)

Or you can fully qualify it.
Public Function MyTreeFunction(ByVal tree As System.Windows.Forms.TreeView)
