"Can anyone crack this encryption? For example: The quick brown fox jumped over the lazy dog!"

Can someone work out the algorythm, or anything else about this? What would you rate it from 1 to 10 (10 being the best)?

If this is some kind of OTP encrypted blob then you can forget about decrypting it. Unless you have some of the NSA's computing resources at your disposal, of course.

If you like crypto stuff, have a look at this Enigma page. Here's how to write one in C#.
