Webservices where to start?

Hello again,

I'm totaly new at webservices, i do not know how to create one and i don't
know how to use it even if i have it, i'v just heard of them. So what i am
asking is for some place to start, something that allow me to understand
how to create a webservice and build some hello world application in a
windows mobile.

This question will look a stupid but here it goes ... are webservices only asp web pages with public methods started by "<WebMethod()>" ?
