It's perfectly legal, as it uses MS Agent, not Office Assistant. Even though they're both very similar in both looks and programming (to the point that you can make Office Assistants with the software to make Agents), they're not exactly the same.
Anyway, this is a nice DLL for those who don't want to use the ActiveX control
