    MUGEN is the only fighting game engine I know of. It's certainly possible to write one in VB.NET.

    If all you want to do is make a fighting game, use MUGEN. There's an XNA version of MUGEN here: http://code.google.com/p/xnamugen/. You can use that no problem with VB.NET.
