To me it smells more that he got the source-files from somewhere else (Asia?), and maybe someone used a Unicode-aware Text-Editor

Re: '0' could not be loaded
I looked at the files. The log files are fine. They are plain text and looks like there is one for every form with the same message. I looked at several of the form files and they all look to be in binary format. What I do not see is that strange font shown in the OP.
As for the font. Notepad uses whatever font you have it set to use so naturally I do not see that strange font.
The log files when opened in notepad show
'0' could not be loaded
Line 0: The file E:\VB6\Instruction\frmSplash.frm could not be loaded.

Re: '0' could not be loaded
The log files aren't going to show anything new or useful at this point. We all know what's in them: an error message that the form couldn't be opened.
Have you ever been able to open these files? What is their source? Did you download them from somewhere?

Re: '0' could not be loaded
Well, if the *.frm are in binary (and not plain text) then........

There is no point in doing that, The files are unusable as they are. Change your notepad font and you will see actual characters but nothing readable.
If you have a backup copy then try that and see how you get along.
You didn't by chance run some sort of encryption program on the code did you?
btw Here is a sample of what one of the form files looks like,

Note that is just the first few lines and it looks different in my viewer as it is using a different font.
This is what the first few lines of one of them looks like in hex view
