Which programming language are you using? (I assume one of the variants of VB, but there are several of them)

I don't really see how this is a database development issue. It's an issue with the UI so unless that UI is actually part of the database, this has nothing do with databases. Are you actually creating an Access application without telling us?
I would guess that the issue is exactly that you have added those controls to the form itself. In that case, they will be displayed over the tab control, which means over every tab. If you want them displayed on one tab then you have to add them to that tab, not the form.
Note that what I have said is certainly true for any .NET application but, as you've given no indication of language or database, I can only guess that this will be relevant to you.
