"Open" could mean a few different things.
You can of course open the file with several different programs notepad, a binary editor or whatever but that would not do you much good.

If you want to open the report in design mode then you need a designer installed that supports crystal reports format
If you want to run the report then you need a report viewer installed that supports viewing crystal reports.

In other words you need at least some components of crystal reports installed to use crystal reports

You can download free Crystal Report viewers if all you need to do is look at a report generated in Crystal Reports format.

In many cases people print to PDF or XPS format files. These are far more portable, though XPS is mostly Windows-only.

I have some clients who want reporting to HTML. That works great but of course means a rewrite for existing programs.
