That I can download have VB6 it this good for it?

VB6 should work fine under windows 98 as will VB5, 4 and older Remember VB6 was released in 1998

I am planning to write a program that read’s a DRO
Output that sends 2 24bit blocks of data for the reading,
This is for a Mill; I will convert this to 3 8bit blocks to be read by the LPT port.

Was thinking that dos or win 98 would be cheaper was planning to put the program on the machinist Forum.

DOS 6.22 was the last DOS I remember. The program would be .EXE?

VB6 creates EXE files for Windows. If your goal is to run under Dos the VB6 is not the tool you would need to use.
VB6 programs will run under Windows 9x - NT and later. They do not run in Dos
If you want to develop to run in Dos using Basic then you would need to use either Quick Basic 4.5 or VB For Dos
