It isn't clear what you mean. If you are talking about drawing coordinates you might see:
Polar coordinate system and
Cartesian coordinate system along with:

Well as far as I can tell that is wrong unless you flip the Y-axis using custom scaling values.
0 degrees is right, 90 degrees is down, etc. because the upper left corner of a PictureBox, Form, etc. defaults to (0, 0) in cartesian coordinates.

all about directions of degrees 90 being down instead of up.
