That A user can reSize it as he wants, Ver. or Hor. ...
Can somebody help me with this ?
I already build my own page but I need this only, I tried to program it without any help.
Sounds like you are wanting to look at Responsive Web Design. Take a look at http://www.alistapart.com/articles/r...ve-web-design/ for some more background info on the topic.
You should also take a look at the HTML5 Boilerplate template, which includes a responsive template if you do a custom build.

I think we should do this thing with Javascript or other lang except HTML ..
You want to design a webpage without HTML? Javascript is not part of HTML5.
