Hello is it possible by 1 program to save settings to another program without running the program that is being eddited?

So i want a program tha you run on your PC then you move it to another PC and the settings are still saved.... But i only want it to be 1 file... is it possible?

If i understood well, you can save the program setting in an INI file inside the same program's folder, so that it is with it when you move between different PCs.

This is strange and i think it is not possible because the you cannot change the exe file while it is running.
