Nope, but you can install a DYNDNS application on your server machine to assign a Domain name for it
Google for Dynamic DNS, or even better NO-IP

If all you have is a port number, than you only can scan a range of IPs for that port, and if you find an open one, you send some kind of authentication message to that port, and if Server responds that is your Server. I cannot think of a better solution.

This is the best way you can do it.
Download NO-IP application and install it. It is free. It will automatically update your IP address and assign it to your domain name. Everything is free. Why dont you try it?
Once you set it up, you use a domain name instead of IP.

Re: Get ip of running server
is this internet or local network?
i do my best to test code works before i post it, but sometimes am unable to do so for some reason, and usually say so if this is the case.
Note code snippets posted are just that and do not include error handling that is required in real world applications, but avoid On Error Resume Next
dim all variables as required as often i have done so elsewhere in my code but only posted the relevant part
come back and mark your original post as resolved if your problem is fixed
