This project has allready been started. Its main purpose is for a game I will creating.
Its a World/Map Editor for a MMORPG. By the time it is finished, it should be something similar to RPG Maker. People will be able to set events/triggers to anything placed on the map as well as set triggers to increase or decrease character stats.
Below is a screen shot of the progress its making.

Afterwards the engine will be created in C++ so it will be capable of running all map files.
edit: I almost forgot to mention that the editor is being programmed with DX8.1
