    I would assume that the power supply is bad. I would take it out and put in a different power supply to check to see if the problem persists. Otherwise there might be some other cabling or ground...

    What kind of hard drive is it? SATA or IDE?

    Either way... Try unplugging the hard drive data connection and connecting it with another connector of the same type. See what happens.
