    That formatting is wrong for an SQL statement, no matter what the regional settings are... the link I provided explains the proper ways to do it.

    If you put values into an SQL statement (rather than using parameters as you should), you need to make sure that you format them appropriately... which you have not done for either of the date...

    There are times when a double hyphen is valid data, so it should be allowed.

    Thankfully using parameters means that escape sequences etc can safely be used, as the parameters deal with the issues...
