    ThreadPool threads are also background threads by default. As a matter of fact this is what a BackgroundWorker uses. You can change this from within the thread itself.

    If you're certain of this then it could only mean you have another foreground thread running somewhere. A VB.Net application only terminates when all foreground threads have exited.

    If your app is not closing when it should, that means that a foreground thread is still executing. Now you said you used a BGW which creates background threads by default so that is not the culprit....
