Did you check your firewall and/or router setup to make sure that the ftp connection is allowed and set up the IP to the ftp server?

sc sidtype ftpsvc unrestricted
net stop ftpsvc
net start ftpsvc
I have followed your instructions but cannot still make the above error. After executing the above command there are two circular areas I cannot access, see the attached image file.

I suspect this is more an issue of your router/ external firewall than the PC's since you say it works on the LAN but not the WAN.
First does your PC have an external IP address (i.e., NOT something like 192.168.x.x or 10.x.x.x which are known internal ranges)?
If you have an internal IP then you will need to setup port forwarding on your router most likely.
I designed ftp to follow this video but failed, the cases you mentioned above I came across but failed. I do not understand what error it is

I turned off the "Firewalls" and I opend port go out it, I used another computer on the network LAN (local) to access (to check) running well but the network WAN had the above error, I watched and watched the two video clips above and the meaning. I have correctly set up the video on the tutorial but cannot work with network WAN (internet). I really need your experience to help me. I use modem ADSL Draytek Vigor 2910, I think ADSL works well.
Your modem/router should have a web interface. If you can access those, you need to disable firewall in there (only temporarily of course) and perhaps turn on port forwarding. Unless your PC has an external IP address you will actually be connecting to your modem/router IP and it will need to forward the packets to your PC. That is about the extent on my knowledge.
