Blackjack Question

Hello,

I am creating a blackjack program in visual basic express 2010. Currently, I have 4 picture boxes (dealer +player)linked with an imagelist generated a random 52 card image. I am looking at add a strategy table, which would let the player know what the best move would be. Does anyone have any suggestions on how I would go about doing this? Thanks in advance
