[VS Ultimate 2012] Can't get "Interactive" tooltips.

I've been searching for a while, but cannot find any information how to enable these tooltips which offers you a information about your script like this way if I write some word on code it should offer me a lot of things from the small scrollable box.

I found one for 2010, but it doesn't work for 2012.

I believe I seen the c++ docs and stuff downloading just now on my new version ill try a c++ app and see if mine works
