Fllash Title bar

I need to understand how to work with Visual basic 6.0. does it require to have VB 6.0 software disk to and want create to Flash Title bar as trigger as when E- mail notification ( E-mail message arrive) it should stay flashing until all message are gone. Please help me! Any one know how to program.

Hey, normally I tell people in the General VB Questions to post here, but this is the first time I had to do vice versa! ;)
