Why is this scrolling?
Could someone tell me why this site has the scrolling on?

But the background image doesn't scroll the table does.

One thing I just noticed, is that you are using % for width and px for height. You can't mix them. The height is being ignored.
Try setting your table's border=1 to see what it is doing.

Nope sorry, its still not wanting to work.... This is really confusing me now.. I thought that ithad to be because the % and px problem, but I just added the border and the table is fine it isn't off the edge of the screen or anything at all.... It is just very strange!

The last time I saw that was when I used to use frontpage and you could set the background to watermark. The would allow for the background to stay constant and the entire contents of the page would over the background.

yes you can also do it in the HTML by typing bgproperties="fixed"
I don't know why its doing this.... its very perplexing.
