commands over networks

how do i send a command to a program over a network, and how do i interpret that command at the other end of the connection? This is for the internet and tcp/ip connections

i Thought u don't know abt WinSock. using winsock is on totally based on the requirement...see "how to use winsock" it has very good exp of creating chat c/s.
